New Horizon mall nears completion


Residents of Rocky View County (RVC) will soon be able to enjoy a brand-new shopping experience when New Horizon Mall, a $200 million multicultural shopping destination, opens this summer in Balzac.

According to a press release issued Jan. 24, the exterior of the facility is nearly complete, and construction is currently underway on the interior – preparing the 500-plus retail spaces and restaurants for new ownership.

“The concept of this mall is that instead of being owned and operated by one landlord, each shop will be sold to individual owners who can either use the space himself or lease it out to a retailer,” said Eli Swirsky, president of Torgan Group – one of the developers of New Horizon Mall.

This gives retailers the opportunity to easily respond and adapt to market demand, he said, since the shops won’t be controlled by one landlord. Swirsky added the model is a “unique and flexible” format that creates a perfect environment for smaller businesses to thrive in an ideal location – directly across from CrossIron Mills mall and just 10 minutes away from an international airport.

The press release states the New Horizon Mall will provide more than 1,400 new jobs at full occupancy – and, Swirsky added, will hopefully encourage many new store owners to launch new businesses as the economy continues to improve.

“Imagine taking the main street of downtown and putting it inside of a climate-controlled building, with underground parking – it’s going to offer a totally different shopping experience,” Swirsky said. “It will be a big attraction.”

In addition to shopping, the facility will be home to a modern food court with more than 25 different national and independent owner-operated restaurants, which will feature local specialties as well as international cuisines.

A large central court will showcase the abundant multicultural diversity in the area, Swirsky said, where community festivals and celebrations can be hosted. The mall will also provide a main stage, he added, to present culturally distinct forms of entertainment.

Torgan Group has already successfully introduced similar malls in large cities like Toronto and Vancouver, Swirsky said, and local business owners seem to be interested in the opportunity. Right now, the mall is more than 98 per cent sold.

“This is really going to put (RVC) on the map,” he said.

“We’re very excited to deliver the keys in May of this year.”
